1855‐1925 A progressive politician who represented the so-called "Progressive Era" in the early 20th century in America. Born in the Midwestern state of Wisconsin. After graduating from the University of Wisconsin, he studied law and became a lawyer for a time, but then entered politics, first serving as a member of the U.S. House of Representatives (1885-91) as a Republican, and then being elected Governor of Wisconsin in 1900. During his term as governor until 1905, he reformed the civil service system and introduced railroad control, an income tax system, and a direct selection system in which candidates were selected by party members, thereby streamlining and modernizing state politics.
