A progressive politician who represented the so-called "Progressive Era" in the early 20th century in America. Born in the Midwestern state of Wisconsin. After graduating from the University of Wisconsin, he studied law and became a lawyer for a time, but then entered politics, first serving as a member of the U.S. House of Representatives (1885-91) as a Republican, and then being elected Governor of Wisconsin in 1900. During his term as governor until 1905, he reformed the civil service system and introduced railroad control, an income tax system, and a direct selection system in which candidates were selected by party members, thereby streamlining and modernizing state politics.

20世紀初めのアメリカのいわゆる〈プログレッシビズムの時代〉を代表する革新主義政治家。中西部のウィスコンシン州出身。ウィスコンシン大学卒業後，法律を学び一時弁護士となるが，政界入りし，共和党からまず連邦下院議員(1885‐91)に，ついで1900年にはウィスコンシン州知事に当選する。05年までの知事在任期間を通じて，公務員制度を改革し，鉄道統制，所得税制，そして選挙候補者を政党員の選挙で決定する直接予選制などを導入して州政治の合理化と近代化を図った。
