These were loans made by the Edo Shogunate to samurai, townspeople, and farmers. Those made to feudal lords and hatamoto were called haikinshakin and were distinguished from those made to feudal lords and hatamoto. They were managed by the town magistrate (→Edo town magistrate), the financial magistrate, the distant province magistrate, and the distant province magistrate, and while interest was charged to samurai and townspeople, interest-free annual payments were made to farmers, and various subsidies with interest were made, such as fujiki, seed loans, and farm tool allowances. 江戸幕府が武士,町人,農民に対して行なった融資。大名,旗本に対するものは拝借金と呼ばれて区別された。町奉行 (→江戸町奉行 ) ,勘定奉行,遠国奉行,遠国代官が管理し,武士,町人には利付きであったが,農民に対しては,無利息年賦返済の夫食 (ふじき) ,種貸し,農具代などと,利付きの各種助成金があった。元金は幕府資金と町人差出しの資金があてられた。諸藩にも類似の制度があった。
