Born: October 28, 1903, Bessarabia [Died] October 27, 1982. Florida Russian-born American economist. Studied at the University of London, and before World War II, he was a member of the London School along with LC Robbins and JR Hicks, and was active in the fields of new welfare economics and monopoly theory. After the publication of JM Keynes's "The General Theory of Employment, Interest, and Money," he was active as a Keynesian in the field of fiscal theory. After working at various universities in the United States after the war, he was a professor at the University of California from 1966 to 1971, and later served as a professor emeritus at the same university. He is known for his formulation of the degree of monopoly presented in his 1934 paper "The Concept of Monopoly and the Measurement of Monopoly Power," and for the Marshall-Lerner condition developed in "The Economics of Control" (1944).
