...Initially, lords and kings collected salt on their own territories based on their sovereignty, but in the mid-14th century, collection by royal authority began, mainly due to the need to raise funds for war, and the system was established by Louis XIV's Salt Tax Decree (1680). There were large regional differences in the degree of freedom in the sale of salt and the tax rate, but in the central areas of the kingdom, salt was bought and sold at an official price via royal salt warehouses, and residents were obliged to pay the tax by buying a certain amount of salt (compulsory salt) at the salt warehouses each year.
