A method in which a third party intervenes between the parties to a dispute to seek a peaceful resolution. It is also called mediation. It is mentioned in the UN Charter and several multilateral agreements. It intervenes in the dispute to recommend or propose concessions, but is not binding. It is different from mediation, which independently presents a solution, and different from good offices, which simply provides a venue or facilities.
