Year of birth: Unknown. He was a government official and Man'yo poet in the Nara period. Father of Iwane. There is a theory that he died in 738 (Tenpyo 10). During the Jinki era (724-729), he left a poem in the Man'yoshu as Dazai Shoni. In the 5th year of the Jinki era, he became Dazai Daini and wrote the poem "The wind is about to blow, and I cut the pearl seaweed in the bay of Kashii Lagoon, which is at low tide." He died as Dazai Daini. As for his achievements, the Shoku Nihongi records that he dispatched Takahashi Ushio to the Nanto islands (Okinawa Islands) and erected monuments on each island for ships that were stranded there, listing the island's name, anchorage, water supply station, and distance from the mainland. This kind of work by an old man is also an indication of the interest the Ritsuryo government had in the Nanto islands, as envoys to the Tang Dynasty often traveled by sea in the South.

奈良時代の官人で万葉歌人。石根の父。天平10(738)年を没年とする説あり。神亀年間(724～29)には大宰少弐として『万葉集』に歌をのこしている。神亀5年大宰大弐となり,香椎浦(福岡市)で「時つ風吹くべくなりぬ香椎潟潮干の浦に玉藻刈りてな」と詠んでいる。大宰大弐のままで死去。業績については,高橋牛養を南島(沖縄諸島)に遣わして,漂着船のためにそれぞれの島に島の名,船の泊所,給水所および本土からの距離を記した碑を建てたと『続日本紀』に記されている。このような老の仕事は当時,遣唐使は南海路を通ることが多かったこともあって,律令政府には南島への関心があったことの表れでもある。
