The words line and staff are military terms to begin with. Line refers to the troops that directly fight on the front lines, while staff refers to the staff units, such as the engineering corps, that support them, and the general staff, which specializes in analyzing and considering strategy and tactics. This organizational form was carried over into the field of business management, and is now adopted by almost all large companies. In the field of business organization, departments responsible for the things that are primarily needed to accomplish the company's objectives, such as manufacturing and sales, are called line departments.

ラインとスタッフという言葉は，そもそも軍事上の用語である。ラインとは前線で直接戦闘を行う部隊を示し，スタッフとは，それを支援する工兵隊などを表すスタッフ部隊と，戦略･戦術を専門に分析･検討する参謀本部general staffを表している。このような組織形態が事業経営の領域に持ち込まれ，現在ではほぼすべての大規模企業がこの形態を採用している。経営組織の領域では，企業の目的を遂行するのに第一義的に必要とされるものを担当する部門，たとえば製造，販売などをライン部門とよぶ。
