The Meiji government concluded this treaty with Mexico in 1888, which was Japan's first equal treaty. In order to adhere to the conditional principle of the Most-Favoured-Nation Clause, Foreign Minister Okuma Shigenobu stipulated that Japan's mainland would be opened on the condition that Mexican nationals in Japan submit to Japanese law, and that neither side would recognize extraterritoriality. In order to prevent Western countries from equally opening up their mainland without submitting to Japanese law under the Most-Favoured-Nation Clause, secret official notes were exchanged (the clause on the mainland opening could be abolished by notification from Japan). In November 1888, under the direction of Foreign Minister Okuma, Mutsu Munemitsu, the Japanese envoy to the United States, signed the treaty with Matias Romero, the Mexican envoy to the United States, and the instruments of ratification were exchanged in June 1889. 明治政府が1888年,メキシコと結んだ日本最初の対等条約。大隈重信外相は最恵国条款の有条件主義を貫くために,在日メキシコ国民が日本の法権に服する条件で日本内地を開放することと,相互に治外法権を認めないことを定めた。欧米諸国が最恵国条款によって日本の法権に服さないで内地開放に均霑(きんてん)することを防ぐために,秘密公文(内地開放の条項を日本からの通告で廃棄できる)が交換してあった。88年11月,大隈外相の指示により駐米公使陸奥宗光が駐米メキシコ公使ロメロMatias Romeroとの間で調印,翌89年6月批准書交換,7月18日公布・実施された。
