Securities transaction tax -

When securities are traded, the taxpayer is the transferor, and the transfer price is the tax base. It is a type of circulation tax levied under the Securities Transaction Tax Law. Taxation on the circulation of securities began in 1937 (Showa 12) when the Securities Transfer Tax was established as part of the tax reform. This tax was abolished in 1950 (Showa 25) after World War II based on the Shoup recommendations, and income from the circulation of securities became subject to income tax as capital gains. However, since the capital gains from securities were not fully grasped and proper enforcement was difficult, the income tax on capital gains from securities was abolished in the tax reform of 1953, and the Securities Transaction Tax was established as a circulation tax. Securities that are subject to taxation include government bonds, local government bonds, corporate bonds, and stocks. Later, during the discussion of the Japanese version of the Financial Big Bang, there was a growing demand for its abolition as one of the causes of high transaction costs, and it was abolished in April 1999.

有価証券の取引が行われたときに、譲渡をした者を納税義務者とし、譲渡価額を課税標準として有価証券取引税法により課された国税で、流通税の一種である。有価証券の流通に対する課税は、1937年(昭和12)に税制改革の一環として有価証券移転税が設けられたのに始まる。この税は、第二次世界大戦後の1950年(昭和25)にシャウプ勧告に基づいて廃止され、有価証券の流通から生ずる所得は譲渡所得として所得税課税の対象とされるようになった。しかし、有価証券の譲渡所得は把握が不完全で、適正な執行が困難であったため、1953年の税制改正において、有価証券の譲渡所得に対する所得税を廃止するとともに、流通税として有価証券取引税が設けられた。課税物件とされる有価証券というのは、国債証券、地方債証券、社債券、株券などである。その後、日本版金融ビッグバンの論議のなかで、取引コスト高の一因として撤廃の要望が強まり、99年4月に廃止された。
