A man from Shuofang (west of Hengshan County, Shaanxi Province) in the Sui Dynasty, China. His pen name was Anle. He was a high-ranking bureaucrat and engineer, specializing in architecture and civil engineering. Under Emperor Wen, he led the urban planning of the new capital Daxing (the predecessor to Chang'an in the Tang Dynasty), and was in charge of the excavation of the Guangji Canal connecting the Wei River and the Yellow River, and the construction of the Renshou Palace. Under Emperor Yang, he led the construction of the Eastern Capital (the predecessor to Luoyang in the Tang Dynasty), and was promoted from Master Master to Minister of Works. He was also responsible for repairing the Great Wall, building the floating bridges for the invasion of Goguryeo, establishing the palanquin uniform, and designing the water clock. The urban planning of Daxing was an innovative idea, with a symmetrical east-west stripe arrangement, and the palace and imperial palace located in the northernmost center.

中国，隋代，朔方（さくほう）(陝西省横山県西)の人。字は安楽。建築，土木を主とする高級官僚技術者。文帝のもとで新都大興(唐の長安の前身)の都市計画を主導し，渭水と黄河を結ぶ広済渠の開削，仁寿宮の建設を総督。煬帝（ようだい）のもとで東都(唐の洛陽の前身)の建設を主導し，将作大匠から工部尚書となった。また長城の修築，高句麗征伐の浮橋の架設，輿服の制定，漏刻(水時計)の設計も担当した。大興の都市計画は東西対称の条里を配し，宮殿，皇城を中央最北に置く斬新な創案であった。
