Hora Shrine
The imperial capital was located in Shiga County, Omi Province. In 759, the person in charge of the construction of Hora Palace was appointed, and in January 761, seven officials were dispatched to Hora-kyo, and in October rice was provided for the relocation of the capital. Furthermore, the retired emperor Koken and the emperor Junnin visited the capital and announced that the capital would be temporarily moved to Hora Palace in order to remodel Heijo-kyo. It is known that the construction work had come to an end, but in 762, while the construction was still ongoing, a rift arose between the retired emperor and the emperor over Dokyo, and both returned to Heijo-kyo, so Hora Palace was not completed. However, there were various facilities such as the Imperial Palace, the Ministry of Civil Affairs (Ministry of Civil Affairs), the Odono Gohatazo, the Pond Pavilion, Fujiwara no Mitate, and the residence of Fujiwara no Nakamaro. At the time, Fujiwara no Nakamaro, who wielded great power, promoted the establishment of a new palace in Omi Province, which had close ties with the Fujiwara clan, in opposition to the Kuni-kyo proposed by his political rival Tachibana Moroe, but this plan was thwarted. It is thought to have been abolished after the Fujiwara no Nakamaro Rebellion in 764, but it was donated to Saidaiji Temple in Nara in 768, and Hora Manor is assumed to be the site of the temple, consisting of a manor house and cultivated fields. In 1191, of the 40 cho of Hora Manor, 14 cho were Saidaiji territory, and the rest were provincial government territory.

近江国滋賀郡に置かれた宮都。759年に〈保良宮〉造営の担当者が任じられ,761年1月には〈保良京〉に官人7名らを派遣し,10月には遷都のために稲の支給があり,さらに孝謙太上(だいじょう)天皇と淳仁天皇が行幸して,平城京の改作のためしばらく保良宮に遷都することが宣せられている。造営工事が一段落したことが知られるが,762年工事が続く中,道鏡をめぐって上皇と天皇が不和となり,両人ともに平城京に戻ったため,保良宮は完成に至らなかった。しかし内裏(だいり),仁部省(民部省),大殿御畠蔵,池亭,藤原御楯,藤原仲麻呂邸宅などの諸施設があった。当時,勢力をふるっていた藤原仲麻呂は政敵の橘諸兄(もろえ)が提唱した恭仁(くに)京に対抗して,藤原氏と関係の深い近江国に新宮を推進したのであろうが,その意図は頓挫した。764年の藤原仲麻呂の乱のあと廃絶されたと考えられるが,768年に奈良西大寺に施入され保良荘はその跡地と想定され,荘家(しょうけ)と墾田からなっていた。1191年には保良荘40町のうち西大寺領14町で,ほかは国衙(こくが)領であった。
