An old city in the southwest of Ibaraki Prefecture. It was incorporated as a city in 1954. It occupies the lower reaches of the Kinugawa River, and the city center developed as a river port, and was the commercial center of the Joso region. It borders Tsukuba City to the east, across the Kogai River, and Iwai City (now Bando City) to the west. The development of industrial parks has led to a thriving machinery and food industry. It is on the Kanto Railway Joso Line and is close to the Yawara Interchange on the Joban Expressway, so there are many commuters to Tokyo. The surrounding area is rice paddy land, and modernized rice cultivation is the mainstay, but strawberries are also produced in abundance. 茨城県南西部の旧市。1954年市制。鬼怒川下流域を占め,中心市街はその河港として発展,常総地方での商業中心地であった。東は小貝川を隔ててつくば市に,西は岩井市(現・坂東市)に接する。工業団地の造成により機械,食品工業が盛ん。関東鉄道常総線が通じ,常磐自動車道谷和原インターチェンジに近く,東京への通勤者が多い。周辺は水田地帯で,近代化された稲作を中心にイチゴも多産。2006年1月,結城郡石下町と合併し市制,常総市となる。79.68km2。4万1093人(2003)。
