...The basis of this movement was to focus on the harsh living conditions of the Burakumin and their backwardness in terms of customs and education as factors that caused discrimination from the "general public," and to lay the foundation for independence by making repeated efforts to "improve" these conditions on one's own, and then to appeal to society at large for "reconciliation" between the "general public" and the Burakumin. Organizations of this kind were formed all over the country, but the formation and activities of the "Shintoku-kai" (1893) in Wakayama Prefecture, the "Kinken Chochiku-kai" (1895) in Osaka Prefecture, and the "Bizaka Heimin-kai" (1902) in Okayama Prefecture are well known. In particular, the Bizaka Heiminkai was a unification of discriminated communities in Okayama Prefecture, and was a pioneer of movement organizations on a prefecture-wide scale. Following this, the Dai-Nippon Dobo Yuwakai was formed in Osaka in 1903 (Meiji 36), which gained participants from Tokyo, Aichi, Mie, Kyoto, Osaka, Nara, Wakayama, Hyogo, Okayama, as well as Kyushu and Shikoku, and was born as a Buraku improvement movement organization on a nearly nationwide scale, marking a period in the history of the liberation movement.
