A city in the northwest of Hulunbuir League in the northeastern Inner Mongolia Autonomous Region, China. Population 140,000 (1994). It is on the border with Russia and is the terminus of the Harbin-Manchuria Railway. At the end of the Qing Dynasty, Lubin Prefecture was established, and in 1913 Lubin County was established, but in 1934 it was incorporated as a city. It is a key transportation location, with international trains running between China and Russia. The Jalai-Nur coalfields are nearby, and a thermal power plant has been built to take advantage of the abundant coal, leading to the development of industries such as dairy products, chemicals, and cement.
