The American aid plan for Western Europe, which began in 1947. Formally called the European Recovery Program (ERP), on June 5 of that year, U.S. Secretary of State GC Marshall announced his intention to provide reconstruction assistance to European countries in a speech at Harvard University. The State-War-Navy Coordinating Committee (SWNCC), the State Department Policy Planning Office headed by GF Kennan, and Under Secretary of State W.
