[Development of agriculture and livestock]
Urquiza established a constitution the following year, aiming to realize a modern unified state, but this was not possible due to the defection of the Buenos Aires province. A nationally unified state was finally born in 1962 when the governor of the province, Mitre, became president. Successive governments beginning with Mitre adopted an open modernization policy centered on attracting foreign immigrants, introducing foreign capital, and expanding education. President Sarmiento (in office 1868-74) made a great contribution to the spread of education, and his successor, N. Avellaneda (in office 1874-80), established a land law named after him, making it easier for foreign immigrants to acquire land, while expelling Indians from the Pampas and dramatically expanding agricultural and pastoral land. In 1880, Buenos Aires was officially designated the capital of the federation, putting an end to the long-standing regional conflicts. From this time on, the number of immigrants from Italy, Spain, and other countries increased rapidly, and large amounts of British capital were introduced into the railways and meat processing industries.
