Volunteer activities are volunteer activities undertaken voluntarily and independently for social welfare, education, health, and other projects. In the 20th century, social welfare policies and systems were developed, but at the same time, there was still a demand for volunteer activities, especially in Japan, which is becoming an aging society. Volunteer centers that provide education and referrals were established in various regions, and the number of companies that offer volunteer leave and leave systems increased. The experience of the 1995 Hyogo-ken Nanbu Earthquake raised awareness of volunteer activities among Japanese people. In 1998, the Act to Promote Specified Nonprofit Activities (NPO Act) was enacted, allowing various volunteer activity groups, which had previously been voluntary organizations, to obtain legal status, promoting the continuity of activities and the accumulation and exchange of know-how. In the Great East Japan Earthquake in March 2011, many volunteers carried out support activities in the disaster-stricken areas and throughout the country.

社会福祉，教育，保健などの事業に対し，自発的・自主的に行われる無償の奉仕活動。20世紀に入り社会福祉の政策化・制度化が進められたが，一方でボランティア活動の要請も少なからずあり，特に高齢社会（高齢化社会）を迎える日本では重視される。各地に教育・斡旋(あっせん)を行うボランティア・センターが設けられ，ボランティア休暇・休職制度を設ける企業も増加した。1995年の兵庫県南部地震の際の経験は，日本人のボランティア活動への意識を高めた。1998年，〈特定非営利活動促進法〉（NPO法）が成立し，任意団体であった多様なボランティア活動団体が法人格を持つことが可能となり，活動の継続性やノウハウの蓄積，交換が促進された。2011年３月の東日本大震災でも，多数のボランティアが被災地や全国で支援活動を展開した。
