Business leader. Born in Tokyo. After graduating from the College of Technology at Tokyo Imperial University in 1909 (Meiji 42), he served as an assistant professor there for a time before becoming manager of a chemical company run by his father, and in the early Showa period he managed various chemical companies, including Dainihon Manmade Fertilizer. During World War II, he was chairman of the Chemical Industry Control Association. After the war, he worked to organize various economic organizations, and in 1948 (Showa 23), he became the first chairman of the Japan Business Federation (now the Japan Business Federation), and played a leading role in the recovery of Japan's economy and industry in close cooperation with Prime Minister Yoshida Shigeru and Bank of Japan Governor Ichimada Hisato. After retiring as chairman in 1956, he became a member of the Atomic Energy Commission. Ishikawa's leadership, based on the philosophy of "sincerity," played a major role in achieving postwar recovery.
