Guaranteed minimum income

Japanese: 保証所得 - ほしょうしょとく（英語表記）guaranteed minimum income

A type of income security policy that provides a fixed amount of cash to all households in society, regardless of their income level, taking into account only the number of people in the household. This was proposed as an alternative to the current public assistance system, which only targets households below a certain minimum income level and has flaws such as a means test to determine eligibility, which makes low-income applicants feel humiliated and invites social discrimination. Examples of this include the social dividend proposed by R. William of England, commonly known as the demogrant, and the universal minimum income proposal proposed by GS McGovern, the Democratic presidential candidate of the United States in 1968.

社会の全世帯に対し，所得水準の高さとは無関係に世帯構成人員だけを考慮した一定額の現金給付をする所得保障政策の一つ。これは現行の公的扶助が，ある最低所得水準以下の世帯のみを対象とし，受給の認定に当たって資力調査をするので申請をする低所得者に屈辱感を与え社会的差別を招くなどの欠陥があるため，その代替案として提案されたものである。これには，イギリスのR.ウィリアム夫人による社会分配制social dividend，一般にデモグラントdemograntと呼ばれている提案，1968年の民主党のアメリカ大統領候補G.S.マクガバンによる普遍的最低保証所得案などがある。
