Compensatory education

Japanese: 補償教育 - ほしょうきょういく（英語表記）compensatory education

Equal education is an education that aims to realize equal opportunities for education and thereby contribute to solving the problem of poverty in society. It is a new educational policy concept that has been adopted since the 1960s in developed capitalist countries, especially the United States and the United Kingdom. It is also one of the basic principles of the educational policy recommendations of the Organization for Economic Cooperation and Development (OECD). The concept is that children who grow up in economically, socially, and culturally disadvantaged family or local environments are not guaranteed equal opportunities for development even if they are given equal conditions for school education, due to indifference to school education and poor language ability that is already formed before entering school. Therefore, it is necessary to compensate for the handicaps of such "disadvantaged children" by distributing educational services in proportion to the degree of the disadvantage of the environment (for example, poverty) in which they are placed.

教育の機会均等を実質化し，そのことを通して社会の貧困問題の解決に資することを目的として行われる教育であり，1960年代以降，先進資本主義諸国，とくにアメリカおよびイギリスにおいて採用されるにいたった新しい教育政策の理念である。経済協力開発機構(OECD)の教育政策提言の一つの基調ともなっている。その理念は，経済的，社会的，文化的に恵まれない家庭的ないし地域的環境に育つ子どもたちは，たとえ平等な学校教育の条件が与えられても，入学前にすでに形成されている学校教育に対する無関心や言語能力の低下などのために，発達の平等な機会を保証されたことにはならないという立場から，そうした〈恵まれない子どもたちthe disadvantaged children〉に対して，その置かれた環境の劣悪さ(たとえば貧困)の程度に比例して教育サービスを傾斜的に配分することによって，彼らのハンディキャップを補償する必要があるというものである。
