A nobleman in the early Kamakura period. Minister of the Interior, Junior Second Rank. He was also called Uzumasa Naifu because he had a mountain villa in Uzumasa, Kyoto. He was the son of Shuri-no-tayu (posthumously appointed Minister of the Left) Nobutaka and the daughter of Minister of Finance Fujiwara Michimoto. He was a close aide to his elder sister, Shichijo-in, and her son, Emperor Gotoba. He wielded great influence as Gotoba's in-laws, and was appointed Minister of the Interior in 1211 despite his lowly family background. His sons Tadanobu and Sukehira and their clan rose to great heights as Gotoba's trusted vassals, and his daughters included Nishi no Mikata (Bomon no Tsubone), who became Gotoba's concubine and gave birth to Prince Dosuke and Prince Yorihito, and Nishi Hachijodono, who became the wife of Shogun Minamoto no Sanetomo of the Kamakura shogunate. Through this relationship, Nobumasa acted as a negotiator between the Kamakura shogunate and the imperial court.

鎌倉前期の公卿。内大臣正二位。京都の太秦に山荘があったことから太秦内府とも号した。修理大夫(贈左大臣)信隆と大蔵卿藤原通基の娘との子。姉の七条院とその所生の後鳥羽天皇の側近。後鳥羽の外戚として権勢を振るい,家柄が低いにもかかわらず建暦1(1211)年に内大臣に任じられた。子の忠信,輔平ら一門は後鳥羽の近臣として隆盛を極め,娘には後鳥羽の妾となって道助法親王,頼仁親王らを生んだ 西御方(坊門局)や,鎌倉幕府の将軍源実朝の妻となった西八条殿がおり,その関係で信清は鎌倉幕府と朝廷との交渉役を務めた。
