1856‐1921 German Empire politician. Minister of the Interior of Prussia in 1905, Imperial Chancellor in 1909 (-1917). Before World War I, Germany was isolated as it competed with other countries in expanding its military, and at home it was troubled by the advance of the Social Democratic Party. Bethmann tried to reform the country's domestic affairs and to achieve reconciliation with Britain, but ultimately maintained the status quo and took a hard-line approach. He continued to pursue an expansionist policy during the war, but his inconsistent attitude drew criticism from both parliament and the right wing, and he was eventually ousted.
