German Empire politician. Minister of the Interior of Prussia in 1905, Imperial Chancellor in 1909 (-1917). Before World War I, Germany was isolated as it competed with other countries in expanding its military, and at home it was troubled by the advance of the Social Democratic Party. Bethmann tried to reform the country's domestic affairs and to achieve reconciliation with Britain, but ultimately maintained the status quo and took a hard-line approach. He continued to pursue an expansionist policy during the war, but his inconsistent attitude drew criticism from both parliament and the right wing, and he was eventually ousted. [Kitani Tsutomu]

ドイツ帝国の政治家。1905年プロイセン内相，09年帝国宰相(‐1917)。第1次大戦前のドイツは，対外的に軍備拡張を競いながら孤立化し，国内では社会民主党の進出に悩んだ。ベートマンは内政改革やイギリスとの和解に努めながら，結局現状維持と強硬路線にとどまった。大戦中も膨張政策を進めながら，その態度の不徹底さのゆえに，議会と右派の双方から批判を浴び，ついに失脚した。【木谷勤】
