A cloisonné artist of the Meiji and Taisho periods. Born in Yanagihara, Kyoto as the third son of Takaoka Kuroemon, a samurai of the Kawagoe Domain in Musashi Province (Saitama Prefecture), he was adopted in 1855 by Namikawa Yasuzen, a chamberlain to the Shoren-in Temple. Tsukamoto Kaisuke (1828-1887), a descendant of Kaji Tsunekichi, the founder of Owari cloisonné, worked hard to improve cloisonné glazes together with the German Wagner, while Namikawa Yasuyuki learned cloisonné techniques from Momoi Gisaburo Hidemasu, a pupil of Kaisuke, and established a cloisonné factory in Kyoto around 1870, where he was active. He won numerous awards at domestic and international exhibitions, including the Kyoto Industrial Exposition in 1875 and the 1st Domestic Industrial Exposition in 1887, and from around 1888 he devoted himself to cloisonné. He was a representative artist of the world of cloisonné in the Meiji period, along with Togawa Sosuke, a wireless cloisonné artist active in Tokyo, with his wire cloisonné techniques descended from those of Kaji Tsunekichi, his invention of black transparent glaze, and his Japanese painting-like style of intricately expressed patterns created by intricate line placement that also expressed brushstrokes using gold and silver wire. In 1896, he was appointed as an Imperial Household Artist together with Togawa.

明治大正期の七宝作家。武蔵国川越藩(埼玉県)藩士高岡九郎右衛門の3男として京都柳馬場に生まれ,安政2(1855)年,青蓮院宮侍臣並河靖全の養子となる。尾張七宝の祖である梶常吉の系譜に属する塚本貝助(1828~87)は,ドイツ人のワグナーと共に七宝釉薬の改良に尽くしたが,並河靖之は貝助の弟子である桃井儀三郎英升に七宝技術を学び,明治3(1870)年ごろ京都に七宝工場を設立,京都で活躍した。同8年,京都勧業博覧会,10年第1回内国勧業博覧会をはじめ内外の博覧会などで受賞を重ね,11年ごろから七宝に専念した。梶常吉の系譜を引く有線七宝の技術と,黒色透明釉の発明や金・銀線を用いた筆致をも表現する細緻な線置きによる精巧な文様表現による日本画的な作風で,東京で活躍した無線七宝の濤川惣助と共に,明治七宝界を代表する作家であった。明治29(1896)年濤川と共に帝室技芸員に任命されている。
