A town in Esashi County in northern Hokkaido. Facing the Sea of Okhotsk, the mouth of the Tonbetsu River is a natural inland harbor where hairy crabs, salmon, trout, and other fish are landed. Scallops are also farmed. Dairy farming is popular in the inland area. Lake Kutcharo (registered under the Ramsar Convention) is where swans come to live. Area: 401.64 km2 . Population: 4,168 (2010).
