Born on November 5, 1858. Son of Kyogoku Takamine. Adopted by his uncle Kyogoku Akiyuki, lord of Marugame Domain in Sanuki (Kagawa Prefecture). Studied at the Peerage School. Worked at the Aoyama Imperial Palace, served as a vassal to the Crown Prince, and became a member of the House of Peers in 1890. Viscount. Died on May 21, 1828, aged 71.
