After World War II, when the international situation once again became tense, an appeal for peace by UNESCO social scientists was published in July 1948. Inspired by this, on December 12 of that year, more than 50 people, including Abe Yoshinari, Nishina Yoshio, and Ouchi Hyoe, gathered at the Meiji Memorial Hall in Aoyama, Tokyo, and issued the "Statement by Japanese Scientists on War and Peace." The scholars who signed this document then organized the Tokyo Peace Issues Discussion Group and the Kyoto Peace Issues Discussion Group in the east and west respectively in early 1949. On December 21 of the same year, they held a general meeting at the Industrial Club in Marunouchi, Tokyo, and invited Yokota Kisaburo and Irie Keishiro to discuss the matter. They compiled a "Statement on the Peace Issue," which was published on January 15, 1950, calling for the realization of a complete peace. 第2次世界大戦後,再び国際情勢が緊迫してきた1948年7月に発表されたユネスコの社会科学者による平和の訴えに示唆を受け,同年12月12日に東京青山の明治記念館に安倍能成,仁科芳雄,大内兵衛ら50余名が集い,〈戦争と平和に関する日本の科学者の声明〉を出したが,これに署名した学者が,49年初頭に東西でそれぞれ東京平和問題談話会,京都平和問題談話会を組織し,同年12月21日,東京丸の内の工業俱楽部で総会を開き,横田喜三郎,入江啓四郎を招いて討議し,〈講和問題についての声明〉をまとめ,50年1月15日付で発表,全面講和の実現を要望した。
