He was recognized for his administrative skills through the favor of the Minister of Finance, the Marquis of Esquilache. He was appointed a member of the Royal Council by Charles III and promoted an enlightened autocratic government. In 1867, he participated in the plan to expel the Jesuits, and in 1872, he was appointed ambassador to Rome. In 1877, he became Prime Minister and worked to improve and reform industry, transportation, and finance. He also gained the King's trust and worked hard to enrich the country and strengthen its military. In 1888, Charles IV ascended to the throne, and the following year, the French Revolution broke out.
