Foreign policy - Gekisei
One of the Imperial Court's government affairs. Ministers and lower-ranking nobles gather at the Gaki office to read petitions from various officials. It is held every day except for the 5th holiday of each month (6th, 12th, 18th, 24th, and last day of the year). The details of the ceremony are detailed in the Nishinomiya-ki, Kitayama-sho, and Gokashidai. When Emperor Uda abdicated in 897 (Kanpei 9), he appointed Fujiwara no Tokihira and Sugawara no Michizane as internal auditors and entrusted them with instructions on matters to be reported. This caused nobles to stop attending Gaki-sei, leading to a stagnation in government affairs. In 901 (Engi 1), nobles and Gaki-sei were unable to attend for 10 days due to illness, but as it is recorded that there have been no such cases since ancient times, apart from these special cases, Gaki-sei was one of the main government affairs in the early Heian period.

宮中政務の一つ。外記の庁に大臣以下の公卿が参集し,諸司の申文をみる儀。毎月5日の休日(6,12,18,24,晦日)を除き毎日行う。儀式の次第等は《西宮記》《北山抄》《江家次第》に詳記されている。897年(寛平9)宇多天皇が譲位に当たり藤原時平と菅原道真の両名を内覧とし,奏宣事項の指示をゆだねたため,公卿らが外記政に出席しなくなり,政務に停滞が生じたとか,901年(延喜1)に公卿や外記が病などで不参のため,10日間も外記政が行われなかったこともあるが,古来この例なしと記されているごとく,これら特殊な例を除くと,平安初期には主要な政務の一つであった。
