A legal term used under the ancient Japanese Ritsuryo system to refer to those who left their domicile. At the time, people were registered in family registers and account books and were required to live in their domicile (honkan), but even under strict regulations, there were people who left their domicile and wandered or lived elsewhere. The two are collectively referred to as "futoge" (runaways). The conventional view is that, according to the original Ritsuryo system, those who left their domicile and paid all taxes in another country were considered vagrants, and those who did not pay taxes were considered fugitives, but in real politics, the two were often confused and treated the same. 日本古代律令体制のもとでの本籍地離脱者をさす法律用語。当時の人々は戸籍・計帳に登録され,その本籍地(本貫)に居住せしめられたが,きびしい規制のもとでも,本籍地を離脱して流浪したり他所に居住したりする者があった。両者をあわせて〈浮逃〉とも略称される。通説的見解では,律令本来の規定としては,本籍地を離脱した者のうち,他国にあって課役を全部出す場合が浮浪であり,課役を出さない場合が逃亡であるが,現実政治の上では両者はしばしば混同されて扱われた。
