The name means "the state of Laos," but refers to the fighting forces of the Neo-Lao Issara (Free Lao Front) in the Lao War of Independence. In 1945, Laos, which was under the French Indochina Federation, established a provisional government under the name Lao Issara (Free Laos), which demanded independence from France, and the following year went into exile in Bangkok, Thailand. When independence was recognized as a cooperating nation within the French Union in 1949, Lao Issara split up, and in 1950 the left wing formed the Neo-Lao Issara, with the royal family member Suphanuvong as chairman, and established a provisional resistance government in the provinces of Sam Neua and Phong Saly in northern Laos as liberated areas.
