This memorandum was issued by GHQ (General Headquarters of the Occupation Army) on September 19, 1945, and its official title was "Newspaper Regulations for Japan." It consisted of 10 items, including the following: on the one hand, news must be true, opinions must be dispelled based on facts, it must not contain propaganda intent, and it must not be distorted; on the other hand, it included prohibitions on matters that disturb the public peace, on the prohibition of destructive criticism of the Allied Powers, and on the prohibition of reporting on the movements of the Allied forces that had not been made public. On the 22nd of the same month, the "Broadcasting Regulations for Japan" (Radio Code), which had almost the same intent, was also issued.

1945年9月19日GHQ(占領軍総司令部)から発せられた覚書で,正式名称は〈日本に与うる新聞遵則〉。10項目から成り,内容は,一方でニュースは真実でなければならぬ,事実に即し意見は払拭しなければならぬ,宣伝の意図を含んではならぬ,歪曲してはならぬ,としながら,他方では公共の安寧を乱す事項の禁止,連合国に対する破壊的批判の禁止,発表されない連合国軍の動静の報道の禁止などの項目を含む。同22日にはほぼ同趣旨の〈日本に与うる放送遵則〉(ラジオ・コード)も発せられた。
