An old town in Kinosaki County in northern Hyogo Prefecture. Facing the Sea of Japan, it is on the San'in Main Line. The central settlement, Kasumi, is one of the prefecture's leading fishing bases, with a thriving seafood processing industry. There are also fishing ports such as Shibayama, Yoroi, and Amarube, where bottom trawling and squid fishing are practiced, and the town produces a large amount of Matsuba crab. It is home to Daijoji Temple, which has a large collection of paintings by Maruyama Okyo, and the Amarube iron bridge, and the coastal area, including Kasumi Beach (a scenic spot), belongs to the San'in Kaigan National Park. In April 2005, it merged with Muraoka Town and Mikata Town in Mikata County to become a town, Kami Town. It has an area of 137.20 km2 and a population of 14,043 (2003).
