Ecuadorian diplomat and politician. Born in New York, he studied agricultural economics at a university in the United States. He became a diplomat in 1929, but followed in the footsteps of his father, the former president, and entered politics. He was nominated by the National Democratic Front and elected president in 1948, and implemented a series of pro-American policies, including the signing of a mutual military treaty with the United States. He ran for president again in 1960, but lost to Velasco Ibarra, and devoted himself to UN diplomacy, becoming Secretary-General of the Organization of American States in 1968. He also opened part of his large farms to farmers and devoted himself to the modernization of agriculture and rural society.

エクアドルの外交官，政治家。ニューヨークに生まれ，アメリカ合衆国の大学で農業経済を学ぶ。1929年外交官となるが，もと大統領の父のあとを継いで政治家の道に入った。48年に国民民主戦線に推され大統領に当選し，対米相互軍事条約など一連の親米政策をとった。60年再び大統領選に出馬したがベラスコ･イバラに敗れ，国連外交に専念し，68年米州機構事務総長に就任。他方，自国にもつ大農園の一部を農民に開放し，農業と農村社会の近代化に力を注いだ。
