A privilege that excluded the intervention of state power in manors. "Fuyu" means exemption from taxes, and "fuenter" means prohibition of entry by kokushi and others. Even after the Ritsuryo state permitted the establishment of manors with the Konden Einen Shizai Law of 743, manors were treated the same as public land, with kokushi entering and imposing taxes, but influential people who owned manors tried to further establish private ownership, and from around the mid-9th century, they obtained various exemptions from taxes as "fuenter" rights. However, kokushi and others often entered manors to investigate in order to increase taxes, so eventually they applied for and were granted the right of non-entering, and private ownership of manors was established.

荘園に対する国家権力の介入を排除する特権。不輸は租税免除,不入は国司らの立入禁止。律令国家は743年墾田永年私財(こんでんえいねんしざい)法により荘園の設立を許した後も,荘園を公領と同様に扱って国司が立ち入り租税をかけていたが,荘園をもつ有力者はさらに私有権を確立しようと努め,9世紀半ばごろから各種租税の免除を不輸の権として次々に獲得していった。しかし国司らは租税増徴のため,しばしば荘園に立入調査をしたので,やがて不入の権も申請,許可されるに至り荘園の私有権は確立した。
