A privilege that excluded the intervention of state power in manors. "Fuyu" means exemption from taxes, and "fuenter" means prohibition of entry by kokushi and others. Even after the Ritsuryo state permitted the establishment of manors with the Konden Einen Shizai Law of 743, manors were treated the same as public land, with kokushi entering and imposing taxes, but influential people who owned manors tried to further establish private ownership, and from around the mid-9th century, they obtained various exemptions from taxes as "fuenter" rights.
