Prince of Toneri. Older brother of Emperor Junnin. Served as the head of the Gigaku-no-kami at the ceremony to open the eyes of the Great Buddha of Todaiji Temple. During the Tachibana Naramaro Incident, he tortured those involved and killed King Kibumi and King Doso. He became a prince in 759, but was exiled to Oki in 760 for his involvement in the Fujiwara no Nakamaro Rebellion.
