ERM - Emergency Response Management

It is a method of crisis management. It is an abbreviation of enterprise risk management, and is also called company-wide risk management. It is carried out by the entire company, from the board of directors to employees, in order to manage all risks within the company. In general risk management, the focus is on reducing individual risks, with the finance department managing financial risks and the general affairs department managing building disaster prevention risks. However, with the conventional method, it is difficult to grasp the relationships and priorities of individual risks. Also, when it comes to risks that greatly affect the entire company, such as natural disasters and terrorism, there are limitations to how one department can respond. Therefore, company-wide risk management emphasizes company-wide management by the top management, and the chief risk officer (CRO) who reports directly to the CEO analyzes and manages all risks and performs comprehensive simulations.

危機管理手法の一つ。enterprise risk managementの略で、全社的リスクマネジメントともいう。企業におけるあらゆるリスクを管理するために、取締役会から従業員にいたるまでの企業全体で行われる。一般的なリスクマネジメントでは、財務部が財務リスクを管理する、総務部が建物の防災リスクを管理する、という具合に個別のリスクを低減することが眼目であった。しかし、従来の方法では個々のリスクの関係性や優先順位などを把握することがむずかしかった。また、自然災害、テロなど全社が大きな影響を受けるリスクの場合、部署単位の対応には限界があった。そのため全社的リスクマネジメントにおいては経営トップによる全社管理を重視し、最高経営責任者(CEO)直属の最高危機責任者(CRO:chief risk officer)がすべてのリスク分析、管理を行い、総合的なシミュレーションを行う。
