Japan's military occupation of French Indochina was carried out by agreement to pressure the Vichy government of France after the surrender to Germany. It was an important step in Japan's southward advance policy and was one of the causes of the Pacific War. (1) Occupation of Northern French Indochina. The Matsuoka-Henri Agreement was concluded on August 30, 1940 (Showa 15) under the pretext of blocking the route to aid Chiang Kai-shek, allowing Japanese troops to pass through, use airfields, and be stationed there. On September 23, 25,000 soldiers from the South China Expeditionary Army entered the area, but some troops ignored the promise of a peaceful occupation and forced their armed advance. (2) Occupation of Southern French Indochina. It began on July 28, 1941, with the aim of acquiring a base for the southern operation. France accepted Japan's request and agreed to the conclusion of the Japan-France Protocol (signed on the 29th of the same year), so the occupation was bloodless. However, this caused a severe deterioration in Japan-U.S. relations, and the United States took steps to freeze Japanese assets in the United States (July 25) and completely ban oil exports to Japan (August 1), with the United Kingdom and the Netherlands following suit.
