This law was proposed by President F. D. Roosevelt, who wanted America to become the "Arsenal of Democracy" during World War II, and passed by the U.S. Congress on March 11, 1941. This law gave the president the authority to provide weapons and military supplies to foreign governments when deemed necessary for national defense. With this law in place, America essentially abandoned its neutrality and became involved in the war as a member of the Allied Powers. By the end of the war, a total of approximately $50 billion had been loaned to 38 countries, including the United Kingdom and Commonwealth countries (these countries accounted for 60% of the total), the Soviet Union, and China, playing a major role in the Allied powers' war efforts.
