Lend-Lease Act

This law was proposed by President F. D. Roosevelt, who wanted America to become the "Arsenal of Democracy" during World War II, and passed by the U.S. Congress on March 11, 1941. This law gave the president the authority to provide weapons and military supplies to foreign governments when deemed necessary for national defense. With this law in place, America essentially abandoned its neutrality and became involved in the war as a member of the Allied Powers. By the end of the war, a total of approximately $50 billion had been loaned to 38 countries, including the United Kingdom and Commonwealth countries (these countries accounted for 60% of the total), the Soviet Union, and China, playing a major role in the Allied powers' war efforts.

第二次世界大戦において、アメリカが「民主主義の兵器廠(しょう)」になることを希望したF・D・ルーズベルト大統領によって提案され、1941年3月11日アメリカ連邦議会で可決された法律。同法によって大統領は、国防上必要とみなされる場合、外国政府に対して武器・軍需物資を提供できる権限をもつことになった。同法の実現によって、アメリカは事実上中立を放棄し、連合国の一員として戦争に関与していった。大戦終結までに総額約500億ドルがイギリスとイギリス連邦構成国(これら諸国が総額の6割を占めた)、ソ連、中国など38か国に貸与され、連合国が戦争を遂行するうえで大きな役割を果たした。
