1856‐1929 President of Uruguay. Served 1903-07, 1911-1915. Born in Montevideo. His father, Lorenzo Valle, was a Colorado Party soldier and president (1868-72). He was active in the Colorado Party from his youth, and founded the newspaper El Día in 1886. He served as a member of the lower house before becoming president, and during his term he implemented socio-economic reforms such as the establishment of labor legislation and the partial nationalization of the railroads, insurance, and financial industries. He also worked hard to democratize politics, and advocated a pluralist administrative system to avoid concentrating power in the hands of the president, and was a key figure in transforming Uruguay into a democratic welfare state, so much so that it has been called the Switzerland of South America.
