1856‐1929
President of Uruguay. Served 1903-07, 1911-1915. Born in Montevideo. His father, Lorenzo Valle, was a Colorado Party soldier and president (1868-72). He was active in the Colorado Party from his youth, and founded the newspaper El Día in 1886. He served as a member of the lower house before becoming president, and during his term he implemented socio-economic reforms such as the establishment of labor legislation and the partial nationalization of the railroads, insurance, and financial industries. He also worked hard to democratize politics, and advocated a pluralist administrative system to avoid concentrating power in the hands of the president, and was a key figure in transforming Uruguay into a democratic welfare state, so much so that it has been called the Switzerland of South America.

ウルグアイの大統領。在任1903‐07,11‐15年。モンテビデオ市に生まれる。父親のロレンソ･バッジェはコロラド党の軍人で大統領(在任1868‐72)。青年時代からコロラド党で活躍し，1886年《エル･ディアEl Día》紙を創刊。下院議員を経て大統領となり，在任中に労働立法の制定，鉄道や保険･金融業の部分的国有化といった社会経済的改革を実現した。また政治の民主化にも腐心し，大統領への権力集中を避けるために複数行政制度を唱え，ウルグアイを〈南アメリカのスイス〉といわれるほど民主的な福祉国家へと変貌させる立役者となった。
