An Imperial Conference was held on December 9, 1867 (Keio 3) at the Kogosho Palace in the Kyoto Imperial Palace. It was held to discuss the punishment of the Tokugawa clan after the Meiji Restoration, and was the first conference of the three offices of the restored government. With the issuance of the Imperial Restoration Decree, the positions of Regent, Kanpaku, and other old Imperial court offices were abolished, and the three offices of Sosai, Gijo, and Sanyo were established. A conference to discuss the punishment of the Tokugawa clan was then held at the Kogosho Palace in the presence of the Emperor. Present at the conference were Prince Arisugawa, who was the president, and councilor Iwakura Tomomi, as well as such feudal lords as Tokugawa Yoshikatsu (Owari), Matsudaira Yoshinaga (Echizen), Asano Nagakoto (Aki), Yamauchi Toyonobu (Tosa), and Shimazu Tadayoshi (Satsuma), as well as samurai from various domains, including Okubo Toshimichi and Goto Shojiro, who had been secretly preparing the Restoration of Imperial Rule coup. The pro-public government faction, including Toyonobu Yamauchi and Yoshinaga Matsudaira, opposed the punishment of Yoshinobu Tokugawa, but was overwhelmed by the arguments of the anti-shogunate faction, including Tomomi Iwakura and Toshimichi Okubo, and the behind-the-scenes maneuverings of Takamori Saigo, and decided to order Tokugawa to resign from his post and return his territories. After this, the shogunate and the pro-public government faction made a comeback, leading to the Boshin War.

1867年(慶応3)12月9日、京都御所の小御所で開かれた御前会議。大政奉還後の徳川氏処分をめぐってのもので、王政復古政府最初の三職会議でもある。王政復古大号令が下るとともに、摂政(せっしょう)、関白(かんぱく)ほか旧来の朝廷諸官職が廃止され、総裁、議定(ぎじょう)、参与の三職が設けられ、続いて徳川氏処分の会議が天皇臨席のもとに小御所で開かれた。会議には総裁有栖川宮(ありすがわのみや)、参与岩倉具視(ともみ)はじめ、徳川慶勝(よしかつ)(尾張(おわり))、松平慶永(よしなが)(越前(えちぜん))、浅野長勲(ながこと)(安芸(あき))、山内豊信(やまうちとよしげ)(土佐)、島津忠義(ただよし)(薩摩(さつま))の諸侯ほか、王政復古クーデターを陰で準備した大久保利通(としみち)、後藤象二郎(しょうじろう)らの諸藩士も陪席した。山内豊信、松平慶永ら公議政体派は、徳川慶喜(よしのぶ)の処分に反対したが、岩倉具視、大久保利通ら討幕派の主張と、西郷隆盛(たかもり)の裏工作に押し切られ、徳川氏に辞官と領地の返上を命ずることを決定。この後、幕府や公議政体派の巻き返しがあり、戊辰(ぼしん)戦争となった。
