The Bank of England Charter Act, enacted in July 1844, is commonly known as the Peel Banking Act after the Prime Minister at the time, R. Peel. It is also called the Peel Banking Ordinance. This law can be said to have summarized the debate over the nature of the monetary and financial system (bullion debate, currency debate) and a series of banking reforms that began in earnest with the Industrial Revolution. It clearly defined the Bank of England's position as the central issuing bank and stipulated the rules for issuing banknotes, and as such had a significant impact on the subsequent development of not only the British economy but also the world economy. 1844年7月制定のイングランド銀行特許(更新)法Bank Charter Actのことで,時の首相R.ピールにちなんでピール銀行法と通称されている。ピール銀行条令ともいわれる。産業革命とともに本格化した貨幣・金融制度のあり方をめぐる論争(地金論争,通貨論争)と一連の銀行改革を総括したともいえる法律で,イングランド銀行の中央発券銀行としての地位を明確に定め,その銀行券発行のルールを規定した立法として,その後のイギリス経済はもとより,世界経済の発展にも重要な影響を与えている。
