One of the ceremonies of the samurai class in the Middle Ages. It is a ceremony in which the Kanrei and the Hyojoshu discuss government affairs for the first time every year at the beginning of the new year and at the beginning of the shogun's reign, with the shogun seated. The Hyojoshu of the Kamakura shogunate were made up of genro (elder statesmen) who discussed policies and were in charge of government affairs under the shogun's authority. The annual Hyojoshu was usually held in the middle of the new year, and the magistrate would present a three-point proposal on religious ceremonies and other matters written on a piece of paper. 中世の武家の儀式の一つ。毎年正月,また将軍代始などにあたり,将軍着座のもとで,管領および評定衆らが初めて政務を評定する儀式である。鎌倉幕府の評定衆は,執権のもとで政策を議し政務を担当する,元老らによって構成されていた。そして歳首恒例の評定始はおおむね正月の中旬に行われ,奉行が折紙に記した神事等に関する3ヵ条の議案を披露し,これを将軍が一覧して点を加えたのち,酒盃を賜り三献の式を行うのがならわしであった。
