The five founding principles of the Republic of Indonesia are stated in the preamble of the Constitution enacted and put into effect on August 18, 1945. They clarify that Indonesia is a secular state, not an Islamic state. The five principles are belief in the Supreme God, humanism, Indonesian unity, democracy, and social justice, with belief in the Supreme God being considered a positive expression of religious freedom. インドネシア共和国の建国五原則のことで,1945年8月18日制定・施行の憲法の前文に述べられている。インドネシアがイスラム国家でなく,世俗国家であることをはっきりさせたものである。五原則とは,最高神への信仰,人道主義,インドネシアの団結,民主主義,社会的公正,の五つを指し,最高神への信仰という表現は,信教自由の積極的表現であるとされている。パンチャ・シラの形成とその理解をめぐっては,いわゆる〈国体論争〉が今も激しく行われている。
