Banker's acceptances in the United States. Abbreviated as BA. A BA is a bill for which a bank is the underwriter (the party that assumes responsibility for payment of the bill). The issuer is another bank or company. Although the bank is the underwriter, the true debtor = payer is someone else, so by accepting the bill, the bank incurs a contingent liability (the obligation to pay the bill in the event of the debtor's insolvency). A BA is issued, for example, when a Japanese importer has an American bank issue a letter of credit through its bank on behalf of an American or third-country exporter, and the exporter then issues a bill to this bank.
