On November 2, 1917, British Foreign Secretary Balfour announced in a letter to Lord Rothschild, a Jewish British banker and president of the Zionist Federation, that he agreed to establish a Jewish state in Palestine after the war in order to secure Jewish support during World War I. However, this declaration contradicted both the Hussein-McMahon Agreement (1915), which promised the Arabs the creation of an independent state after the war, and the Sykes-Picot Agreement (1916), which negotiated the division of Turkish territory in the Middle East between Britain, France, and Russia. The United States immediately expressed its support for the declaration, and in 1918 France and Italy also expressed their support.

1917年11月2日、イギリス外相バルフォアが、第一次世界大戦に際してユダヤ人の支援を取り付けるため、戦後パレスチナにユダヤ人の国家を建設することに同意した宣言。これはユダヤ系イギリス人の銀行家でシオニスト連盟会長であるロスチャイルド卿(きょう)にあてた書簡のなかで表明された。しかしこの宣言は、アラブ人に戦後の独立国家建設を約束したフサイン‐マクマホン協定(1915)、イギリス、フランス、ロシアの間で中東のトルコ領分割を取り決めたサイクス‐ピコ協定(1916)のいずれとも矛盾するものであった。同宣言に対しアメリカはただちに、18年にはフランス、イタリアも支持を表明した。
