Nagaoka Palace, the main hall of the horse riding grounds of Heian Palace. When the names of the palaces and temples of Heian Palace were changed in April 818 (Kōnin 9), it was renamed Butokuden. In the current Nihon Kōki, Ruiju Kokushi and other books, it is written as "Ma'a-den", but "Ma" is a colloquial character for "Rachi", and "Rachi" is the correct reading. "Rachi" is correctly written as "Retsu", and "Rachi" is the national reading. "Ma'a" means the fences of the horse riding grounds, and probably refers to the two rows of fences running north and south in front of Butokuden when horse archery was performed. The annual horse archery event on May 5th was held here, and it has also been used for the great archery event on January 17th and the sumo festival on July 7th.

長岡宮,平安宮の馬場の正殿。818年(弘仁9)4月に平安宮で宮殿,院堂の名称を改めた際に武徳殿(ぶとくでん)と改称。現行の《日本後紀》《類聚国史》などの諸書には〈馬垺殿〉と記すが,垺は埒の俗字で,埒が正しい。埒は正しくは〈れつ〉で,〈らち〉は国訓。馬埒は馬場の柵を意味し,騎射を行う際に武徳殿前に設けた南北方向の2列の柵を指すものであろう。毎年恒例の5月5日の端午の節会の騎射を行い,正月17日の大射や7月7日の相撲の節会を行ったこともある。
