This lists the nobles from ministers to councilors in order of rank from Emperor Jimmu to 1868, and records their changes such as concurrent posts, promotions, and resignations by year. It can be considered a directory of officials and official positions of the upper aristocracy. In the entry for the first appearance, i.e., the year when a person first became a noble, their origins and official career are listed, and when they left their official position by becoming a monk, retiring, or dying, the date is also noted. Therefore, it is valuable not only for understanding the composition of the Imperial Court in each era, but also for researching the biographies of individuals. It seems that the section from Emperor Jimmu to 1st year of Kōnin (810) was first compiled as the Rekiunki in 810. After that, additions were made year by year, and it seems that it was re-edited again in the second half of the 10th century. This is only inferred from the fact that no complete form remains today, and that parts of it have been copied onto the back of other books, but the format is closer to the Rekiunki than to the extant Kukyō Bunin. The extant "Kugyo Bunin" appears to have been compiled in the early Kamakura period or the late Heian period. It was subsequently supplemented, with the section up to Meiji 1 completed. 神武天皇から明治1 (1868) 年にいたるまで,大臣以下参議までの公卿を序列によって並べ,兼官や任用栄転,辞任などの異動をその年ごとに記したもの。上流貴族の職員録,官職任用簿といえる。初出,すなわち初めて公卿に上った年の条では,出自や官歴を列記し,出家,致仕,薨去によって官位を去る個所では,その月日まで注記した。したがって,その時代時代の朝廷の構成がわかるばかりか,各個人の伝記を調べるうえでも貴重である。初めは,神武天皇から弘仁1 (810) 年までの部分が,同2年に『歴運記』として編集されたらしい。その後,年ごとに加えられ,10世紀の後半に再び編集し直されたようである。これは,今日完全な形では残らず,他の書物の裏に一部分写されているものから推測できるにすぎないが,体裁などは,現存の『公卿補任』よりも,むしろ『歴運記』に近い。現存の『公卿補任』は,鎌倉時代初期か平安時代末期にまとめられたものらしい。そして順次増補されて,明治1年までの部分が成立した。『国史大系』所収。
