Administrative legislation - Gyosei Rippo
The executive branch makes general and abstract provisions in the form of legal provisions. These provisions include legal orders, which have the nature of laws, and administrative regulations, which do not. The current Constitution states that the Diet is "the sole law-making organ of the State" (Article 41), and only allows for administrative legislation in limited and exceptional cases.
