Administrative legislation - Gyosei Rippo

The executive branch makes general and abstract provisions in the form of legal provisions. These provisions include legal orders, which have the nature of laws, and administrative regulations, which do not. The current Constitution states that the Diet is "the sole law-making organ of the State" (Article 41), and only allows for administrative legislation in limited and exceptional cases. 行政権が法条の形式で一般的抽象的な定めをすること。この定めには，法規としての性質をもつ法規命令と法規としての性質をもたない行政規則とがある。現行憲法は，国会を「国の唯一の立法機関である」 (41条) とし，限定的例外的に行政立法を認めているにすぎない。
