A representative writer of the Meiji era and the enlightened period. His real name was Seiichi, and his pen name was Fumatsu. He was born into a family of Confucian scholars in Nihonmatsu Domain (Fukushima Prefecture) and served as a professor of Confucianism. In 1869 (Meiji 2), he was posted to Tokyo as an official. After the abolition of the domains in 1874, he wrote Tokyo Shinhanjo-ki (1874-76). He used free and vulgar neologisms and variant Chinese characters with colloquial furigana to depict the state of society during the enlightened period, and enjoyed immense popularity. With this momentum, he continued to publish magazines one after another, starting with Tokyo Shinshi (1876), despite being banned and discontinued. His anti-official sentiment and social satire from the Boshin War were expanded into political magazines such as Kōhō Shinpō (1880). He was involved with the Rikken Kaishinto (Constitutional Reform Party) and wrote political novels such as Wakago Sakura (1887). From 1854 onwards, he became a Chinese literature teacher at a junior high school in Sendai. His students include Sakuzo Yoshino.

明治時代,開化期を代表する文筆家。本名誠一,撫松は号。二本松藩(福島県)の儒官の家に生まれ,儒学教授を勤める。明治2(1869)年公用人として東京勤務。4年廃藩後『東京新繁昌記』(1874~76)を執筆。開化の世相を描くのに自由で猥雑な造語修辞,口語体のルビによる変体漢文を駆使,絶大な人気を誇る。その勢いで以後『東京新誌』(1876)を皮切りに発禁や廃刊にめげず雑誌を次々と発行。戊辰戦争来の反官意識や社会諷刺は『江湖新報』(1880)などの政論雑誌へ展開した。立憲改新党にかかわり『稚児桜』(1887)などの政治小説も書く。29年以後仙台の中学の漢文教師。教え子に吉野作造らがいる。
