Cambodian anti-French, anti-monarchy, republican nationalist. In 1942, he was arrested for leading anti-French demonstrations by monks and citizens, but escaped and went into exile in Japan. After the Japanese army disarmed the French Indochina Army in March 1945, he became foreign minister of the new Cambodian government, and became prime minister during the political vacuum following Japan's surrender. In October, he was captured by French troops who had re-entered the country, and was sentenced to 20 years in prison for treason, serving his sentence in France. He was released through negotiations with the Cambodian government on the condition that he retire from political activities, and returned to the country in 1951, but went underground in pursuit of complete independence for Cambodia, and joined the anti-government Khmer Issara group near the Thai border, becoming one of its leaders.

カンボジアの反仏，反王制，共和派の民族主義者。1942年僧侶や市民の反仏デモを指導して逮捕されたが，脱走して日本へ亡命した。45年3月の日本軍による仏印軍武装解除後，カンボジア新政府の外相に就任し，日本降伏後の政治空白期に首相となったが，10月再進駐してきたフランス軍に捕らえられ，反逆罪で禁固20年の判決を受け，フランスで服役した。カンボジア政府の交渉により政治活動からの引退を条件に釈放され，51年帰国したが，カンボジアの完全独立を求めて地下活動に入り，タイ国境付近で反政府派のクメール･イッサラに参画，指導者の一人となった。
